Unexpected Winter...Novgorod The Great

Hey Folks!
You know, in Russia winter always comes up unexpected. Especially for the government snow-cleaning services. They are so very surprised EVERY YEAR! So when the snow comes what do they do? Clean the streets? No-o-o-o. They clean the main square and they're done! Woo-hoo, that's all.
So that leaves us, the hard-working early-rising and late-home-coming citisens to wade through the mountains of snow and to slide and fall on the hard-rock ice.
Now for serious. We had one accident with a public bus that had turned over because of the conditions on the roads. Thankfully there were no serious injuries (except one woman broke her hand). And there were no injuries only because the bus was so full that people just didn't have a space to fall. They were like pickles in a can and that saved them.
Actually the bus that I road home a few days back (and that I waited for at the bus stop for 40 minutes) almost turned over. I was thinking that it is not going to happen until I saw the faces of the people that were left on the bus stop, and how they were backing away from the tilting bus. Thank God it was okay, I thanked the bus driver a hundred times in my head.
The other time my mother was riding in the small bus and there was a man that was talking with the driver and he said that he was working in the snow-cleaning gov. service. The driver was complaining about the conditions of the roads and cleaning guy replied that the roads are prestin clean. After that the whole bus started yelling at him! The outraged passengers were merciless. But when the cleaning guy could talk he tried to justify himself, he said: the previous boss had maneged to buy a summer house before he was fired. The boss that's currently working is building a house for himself. The equipment that was bought AS new is actually old and disfunctional, so there is just a few cleaning cars for the whole city.
The corraption is everywhere.
In the end the cleaning guy added: but, hey, look how snowy it is and New Year is comig soon!
...He must've been a really positive guy.

Will we have to try to find so positive sides of the disaster every time we meet it or should we act to stop it?
